Transport Canada — Director General, Marine Safety
Led Canada's national marine safety and pollution-prevention regulatory program, with responsibility for the development, implementation and enforcement of marine safety requirements and oversight of approximately 420 personnel. Bud led Canadian delegations to the International Maritime Organization, participated in development of the ISPS Code and led the reform of the Canada Shipping Act completed in 2001.
Lloyd's Register — President, Lloyd's Register Canada Limited
Held senior executive positions with Lloyd's Register from 2002 to 2017, ultimately serving as President of Lloyd's Register Canada Limited. His responsibilities encompassed marine operations, surveys, audits, certification, safety management systems, classification and technical service delivery. He was responsible for establishing the Delegated Statutory Inspection Program framework through which Transport Canada delegated statutory inspection authority to classification societies.
Marine Atlantic — Marine Technical & Regulatory Leadership
Held senior technical and regulatory positions with Marine Atlantic, including Director Marine Technical and Vice President, Safety and Regulatory Affairs. His responsibilities included new vessel construction, vessel sales, charters and acquisitions, modifications and refits, operating standards, regulatory and classification matters, technical training, fleet operations and maintenance budgets, and safety, environmental and statutory compliance.
International Marine Regulation & Classification
Bud's career has included participation in international marine regulatory development, classification society activities and relationships with major Canadian ferry operators. His Lloyd's Register responsibilities included classification relationships with BC Ferries, Marine Atlantic, Northumberland Ferries Limited, Owen Sound Transportation Company, Société des traversiers du Québec and CTMA, as well as commercial, naval and government fleet projects.
About Bud
Bud is a graduate of the Canadian Coast Guard College, where he earned a Diploma in Marine Engineering, and holds a Transport Canada First-Class Engineer Motor-Ship Certificate. He began his career as an Engineering Officer and Chief Engineer before serving as an instructor at the Canadian Coast Guard College and moving into marine safety surveying, examination and management roles.
In 1987, Bud joined Marine Atlantic, where he progressed through senior technical and regulatory positions. His responsibilities included new vessel construction, vessel acquisition and chartering, vessel modifications and refits, fleet operating standards, regulatory compliance, classification, technical training and fleet operations. He subsequently served as Vice President, Safety and Regulatory Affairs, with responsibility for safety, environmental and statutory compliance across Marine Atlantic's vessel and terminal operations.
Bud joined Transport Canada in 1996 as Director General, Marine Safety. In that role, he was responsible for Canada's marine safety and pollution-prevention regulatory programs and represented Canada internationally through the International Maritime Organization. His work included participation in the development of the International Ship and Port Facility Security Code and leadership of the reform of the Canada Shipping Act.
In 2002, Bud joined Lloyd's Register, where he held senior executive positions in Canada and the Americas before retiring as President of Lloyd's Register Canada Limited and Americas Regional Manager of Naval Business and External Affairs. His experience encompassed classification, statutory inspection, surveys, audits, certification, marine security, safety management systems and technical services for commercial, naval and government fleets.
Bud has remained active in Canada's marine community through board, advisory and volunteer roles. He is Honourary President of the Canadian Institute of Marine Engineering and is a past Chair of the Board of the Clear Seas Centre for Responsible Marine Shipping. In 2013, he received the inaugural Canadian Institute of Marine Engineering Medal of Excellence in recognition of his contribution to the marine industry.
