Canadian Coast Guard — National Program Leader

Led the Canadian Coast Guard component of Canada's Economic Action Plan, a $175-million, two-year fleet program involving 90 new smaller vessels, 40 major vessel refits and five vessel life extensions. The program was completed on time and on budget.

Canadian Coast Guard — Director General, Integrated Technical Support

Directed the Coast Guard's national technical program supporting construction, refit and repair across the Canadian Coast Guard fleet.

Public Works — Senior Director, Marine Systems

Directed national marine procurement, technical and inspection programs, including major Crown procurement projects, regional marine offices and on-site project teams. Responsibilities included administration of major government marine contracts and oversight of Canada's civilian marine inspection and technical services programs.

Private-Sector Marine Advisory

Provides senior marine engineering, procurement and project advice to government and commercial clients, supporting major vessel renovations, vessel life-extension programs, procurement, project development and technical documentation.

Professional Biography

Bill is a graduate of the Canadian Coast Guard College's Marine Engineering Program and holds a First-Class Marine Engineering Certificate. He began his career at sea as an engineering officer aboard Canadian Coast Guard vessels, progressing from Third Engineer to Chief Engineer. His operational experience included five Arctic voyages aboard icebreakers and winter ice operations on Canada's East Coast.

He subsequently built an extensive career in federal marine inspection, procurement and technical management. At the Department of Public Works, Bill held progressively senior positions with responsibility for ship refit procurement, civilian marine inspection, national marine technical services and major Crown marine procurement projects. As Senior Director, Marine Systems, he directed national marine procurement, technical and inspection programs involving major government contracts and regional and on-site project offices.

Bill later served as Director General, Integrated Technical Support for the Canadian Coast Guard, with responsibility for the national technical program supporting the construction, refit and repair of vessels across the Coast Guard fleet. He subsequently served as National Program Leader for the Coast Guard component of Canada's Economic Action Plan. The two-year, $175-million program included the construction of 90 smaller vessels, refits of 40 major vessels and vessel life extensions for five vessels and was completed on time and on budget.

Since returning to the private sector, Bill has provided senior marine engineering, procurement and project advisory services to government and commercial clients. His work has encompassed vessel life-extension programs, major refits, new construction, project approvals, cost estimating, operational requirements, Statements of Work, technical specifications, evaluation criteria, contract administration and lifecycle management.

Bill's experience provides a combination of owner, government procurement, technical and industry perspectives across the marine project lifecycle—from defining requirements and developing budgets through procurement, construction, refit and final delivery.
